CHALLENGE FOR CHANGE PROGRAM: CDO LIMPYO DAGAT INITIATIVE ADAPTIVE MONITORING AND EVALUATION SYSTEM

What is CCP: CLDAMES?
In an attempt to alleviate the condition of Cagayan de Oro City’s coasts, the DENR-10 initiated the “Challenge for Change Program: CDO Limpyo Dagat” contest last 2019 to inspire behavioral change among the people and achieve the ultimate goal of keeping our environment clean and free from trash through the public’s active proactive participation.
Aggressive clean-up campaigns to address plastic pollution were conducted through 3.5 hours clean-up drives during the Environment Month, Water Day, International Coastal Clean-up, and Month of the Ocean in which 37, 365.8 kilograms of garbage were collected in years 2015, 2017-2018 in CDO City. Adoption of the conduct of the “Hapsay Sapa” Project to declog the city’s drainage system and creeks at Bitan-ag Creek were also conducted by the City Government of CDO. Despite these efforts, the garbage problem still persists in the coastal area along the easement area of rivers, creeks, foreshore zones, and backshore areas in the coastal barangays of the City.
In order to sustainably carry on the pursuit of instilling behavioral reform and consciousness to the residents of Cagayan de Oro City in the management of garbage in the ocean and water systems, the CCP: CLDAMES is a Monitoring and Evaluation System intended to measure and evaluate the status of the coasts thru voluntary participation in the clean-up activities and online reporting of garbage data, relevant issues, and concerns, action executed by the Barangay Local Government Units and the volunteers’ community Basura Patrollers.
Components of CCP: CLDAMES
1) Monitoring the state of the coast
Volunteers will be identified by the BLGUs to monitor the coast thru a monitoring guide provided by the DENR which include the rating of the state of the coast through the following categories: 1) Cleanliness (40%); 2) Innovativeness (40%); and Consistency (20%).
Cleanliness is rated based on the traces of garbage in the clean-up site (plastics, bottles, agricultural waste, etc.); and of human and animal wastes in the designated clean-up site including its adjacent areas.
Innovativeness is rated based on the continuation of the technology created to convert waste to a potential livelihood project as well as the conduct of collaborative strategies to ensure proper disposal of the collected garbage.
Consistency is rated based on the frequency of clean-up activities conducted in a month. 1 clean-up/month is poor, 2 clean-ups/month is satisfactory, and 3 or more clean-ups/month with an increased number of participants compared to the previous clean-up is considered excellent.
2) Convention Forum and Action Planning
The members of the Technical Working Group shall convene every quarter to discuss the M&E results and action of results from the M&E activity conducted by the LGUs and consequent analysis and discussion of appropriate management interventions.
3) Monitoring and Assessment of Adaptive Action implemented by BLGUs
Volunteers from the BLGUs shall conduct bi-monthly monitoring and submit to the DENR thru the online system for analysis and summarization.
4) Evaluating consequence of course of action taken by the BLGUs
Analysis of the impacts of the actions of the BLGUs shall be determined and taken into account.
5) Specifying Learning and Identifying General Learning and Sharing Information
BLGU’s Best practices adopted shall be shared through Social Marketing strategy
6) Recognizing Best BLGUs and local stakeholder
Top-performing BLGUs and local stakeholders shall be given appropriate recognition.
7) Re-orientation and Capacity Building for low performing BLGUs
BLGUs with little to no participation shall be informed and will be subject to orientation/capacity building in order to improve their performance
Mechanics of Implementation
1. Legal Basis for Operation
A Memorandum of Understanding (MOU) was signed in 2019 and another MOA will be entered hereunto with the Bureau of Fisheries and Aquatic Resources (BFAR); Department of Interior and Local Government (DILG); Department of Tourism (DOT); 4th Infantry Division, Philippine Army; Department of Social Welfare and Development (DSWD); Department of Public Works and Highways (DPWH); Philippine National Police (PNP); Philippine Coast Guard (PCG), Pepsi Cola Philippines, and Couple for Christ
2. Conduct Monitoring and Evaluation through participatory reporting from the Barangay LGUs
2.1 Identification of volunteers
Volunteers may include Purok Leaders, 4 Ps members, and CDO Scholars.
2.2 Capacity Building for volunteers
Training will be given to the volunteers who will conduct the bi-monthly monitoring of the coasts.
2.3 Installation of GeoCamera to identified volunteer reporters.
In order to capture the real-time issues and concerns observed in the coast, the installation of the GeoCamera will be required in the smart phones of the volunteers for quality photo documentation.
2.4 Periodic M&E reporting by volunteers
A form will be provided by the DENR and must be submitted after the conduct of monitoring activity
2.5 Data Evaluation and Analysis by MCMET
The monitoring form submitted will be summarized and analyzed by the MCMET members to be presented to the overall members of the Team for consultation and action planning.
2.6 Implementation of Action on M&E Result
These will include Meetings, Consultation, Legal Action, Recommendations.
2.7 Results of Action
The impact of the monitoring and action taken will be tracked and determined.
2.8 Communication, Education, and Public Awareness (CEPA)
CEPA campaigns such as radio or television and social media campaigns, presentations to teachers and students, symposium, workshops, and briefing talks will be conducted to involve public participation as well as increase public awareness on environmental issues, protection and conservation.
2.9 Data Management
Individual Reporting by each BLGU shall be done through uploading the bi-monthly monitoring data through the system. Summary of Reports shall be subsequently made by the DENR for stakeholders’ discussion and action planning.
2.10 Information Dissemination
Sharing of information with CENRO, BLGUs, Partner Agencies, and the public shall be mainly thru the social media platform, particularly Facebook.
2.11 System Operation Process
a. Registration Access of Users
A username will be created and a password determined by the user for frequent log-in in the database. Each barangay shall establish a group of volunteers and create only one user for each group.
